Overview

Assists in ensuring all HUD funded projects, capital improvement projects, social services programs and affordable housing activities comply with U.S. Department of Housing and Urban Development (HUD) regulations.  Participates in planning of programs, policies or objectives for own work group and department.

Responsibilities

Evaluates proposal from applicants interested in receiving Community Development Block Grant, HOME Investment Partnerships Grants and Emergency Solutions Grants programs.  Participates in pre-bid and pre-construction meetings for capital improvement projects with cities, engineers and contractors to present labor standards, equal opportunity, fair housing, minority business and other programmatic requirements.  Regularly preforms site visits and monitors capital improvement projects for completeness and interviews contractor and employees to maintain compliance with U. S. Department of Labor (DOL) or HUD requirements.  Performs monitoring visits and technical assistance visits to social service agencies; reviews all client information submitted by social service agencies.  Conducts housing unit inspections for affordable housing programs to determine eligibility to ensure unit conforms to Fort Bend County’s Housing Quality Standards.  Reviews and approves invoices submitted for projects, capital improvement, social services and affordable housing reimbursement.  Track and monitor budget expenditures of approximately $2 million.  Sets up and maintains projects in HUD’s Integrated Disbursement and Information System (IDIS).  Prepares various monthly, quarterly, semi-annual and annual reports.  Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

Qualifications

High School Diploma/GED with some college.  College degree preferred.  Five years job experience in project and program coordination for a governmental agency.  Engineering experience preferred.  Construction background or understanding of construction terminology preferred.  Strong computer skills, verbal and written communication and organizational skills; interpersonal skills and ability to deal effectively with the public and other employees; ability to complete assigned projects in a timely manner.

Working knowledge of CDBG, HOME ADDI and ESG Programs.  Knowledge of Davis-Bacon Related Acts and Environmental Review Procedures. 

 

STARTING SALARY: Professional/Management Grade 10, $1,757.60 - $2,068.00 biweekly based on qualifications
