Overview

Responsible for day to day management of the transportation services to include but not limited to implementing and monitoring operations policies, procedures and practices, supervising operations staff and contractors, system safety and security.  Responsible for the creation and maintenance of documents according to federal requirements and in accordance with other regulatory agency guidelines as identified by the Transit Director.  Participates in planning of programs, policies or objectives for own work group and department.

 

Responsibilities

Assists Operations Manager with oversight of day-to-day operations, monitoring of performance standards, target performance metrics, and over service quality to meet departmental goals.  Handles escalated customer complaints when needed.  Ensures all complaints concerning transit services are appropriately investigated, documented, and address in a timely manner.  Responds to all customer inquiries and concerns verbally and/or in writing and proactively identifies and resolves problems to avoid future issues.  Participates in the development of policies and procedures.  Monitors work activities to ensure compliance with establishes federal and state laws and regulations.  Makes recommendations for changes and improvements to existing standards and procedures.  Performs and monitors contractor site inspections to ensure compliance with federal, state and local regulations.  Assists in the preparation or recommendation of vehicle specifications, vehicle procurement, and vehicle replacement schedules.  Conducts pre-award and post-delivery vehicle audit in accordance with federal, state and local regulations or guidelines.  Assists in the overall safe and efficient operations of the bus fleet and effective transit service for customers.  Assists with safety and training programs for staff.  Ensures compliance with state and federal regulations regarding safety and security.  Develops, tracks and analyzes accident statistics for the purpose of identifying trends.  Performs periodic inspections to ensure maintenance of fleet is compliant in regards to safety and security.  Directly supervises the department’s operations staff.  Assigns tasks, provides training, guidance and direction as needed to ensure workflow efficiency.  Approves time off requests, reviews and approves timesheets, and handles disciplinary action, as needed.  Participates in the selection of assigned staff.  Trains employees in their areas of work including methods, policies and procedures.  Identifies, recommends and coordinates enrollment in training courses, seminars and other in-service programs to assists operations staff in improving work performance.  Verifies the work of operation employees for accuracy, proper work methods, techniques and compliance with applicable standards and specifications.  Conducts employee performance appraisals.  Investigates, prepares, and conducts counseling, disciplinary and/or termination actions as required.  Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

Qualifications

High School Diploma/GED.  Bachelor’s or Associate’s Degree in related field along with two years of transportation related experience preferred.  Three years job related experience.  Proven proficiency with both oral and written communication skills.  Strong math and/or accounting and management skills.  Organizational skills and the ability to complete multiple tasks a must.  Strong interpersonal skills and the ability to deal effectively with the public, other employees and elected officials.

 

SALARY RANGE: Professional/Management Grade 10, $ 1,757.60 - $2,068.00 biweekly based on qualifications
