  • Overview

    Coordinates and manages activities relating to floodplain and other required permitting in the unincorporated areas of Fort Bend County.  Participates in planning of programs, policies or objectives for own work group and department.


    Responsible for implementing policies, procedures and processes for permitting, and reviewing permitting plans.  Advises County Engineer on matters of utilities operations relating to county permitting.  Acts as liaison between the Engineering Department and other County departments, TxDOT, Toll Road Authorities, and cities regarding permitting in the unincorporated areas of the County.  Assigns, plans and reviews work of subordinate employees.  Provides training for staff and the public on new technologies, design, construction materials, and rules and regulations.  Responds to citizens and permit applicants regarding the procedures for permitting and development.  Prepares routine and specialized correspondence regarding permit inquiries and/or issues.  Assists in department budget preparation; recommends equipment expenditures.  Conducts permit inspections.  Initiates enforcement actions if needed to insure compliance with County regulations.  Recommends selection of new employees, trains employees, recommends and/or approves transfers or promotions, disciplinary action up to termination.  Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.  This includes damage assessments and recovery efforts.


    Associate’s Degree in Business Administration or related field; (Four years of directly related experience may substitute for the degree requirement.)  Three years job related experience.  Good computer and mathematical skills; good verbal and written communication and organizational skills; good interpersonal skills and the ability to deal effectively with the public, other employees and elected officials; ability to read and understand construction plans, topography and geological surface forms, recognize soil classifications and complete assigned tasks in a timely manner; ability to understand civil engineering and floodplain terminology.  Texas Floodplain Management Association (TFMA) Member and Texas Floodplain Management Association (TFMA) Certification (must be obtained within one year of employment).


    SALARY RANGE: Professional/Management Grade 11, $1,860.80 - $2,189.60 biweekly based on qualifications
