Directs activities of engineers and technicians in an efficient, effective, and timely manner. Oversees the Permits and Construction groups. Participates in planning of programs, policies and objectives for own work group, department and other departments.
Maintains quality control and quality assurance of construction projects. Manages the Engineering permit process including coordinating with owners, developers, engineers. Manages Mobility projects once they are bid for construction. Manages Project Managers, Project Engineers, and Contractors. Tracks and monitors engineering and construction budgets for Mobility projects. Responsible for final approval of pay estimates, Requests for Information (RFI) and change orders before submitting to Commissioners Court for approval. Coordinates final project acceptance and closeout and ensures traffic control plans are adopted and the Road Log is updated along with the final acceptance. Reviews and recommends engineering design and cost estimates and prepares Engineering Service Agreements for assigned projects. Supervises the floodplain management program. Recommends standards for construction of County Infrastructure; Manages design and construction projects and interacts with outside professional consultants, contractors and others in the completion of infrastructure projects. Inspects roadways, bridges and other County facilities. Responds to inquiries and resolves or directs to proper party. Coordinates and assist with Road and Bridge Department and coordinates with Texas Department of Transportation for bridge program. Recommends, tracks and monitors budget expenditures; Recommends equipment expenditures and prepares budget. Directs staff in performance of assigned duties and reviews work of other employees. Assigns duties and plans and supervises work of others; Recommends selection of new employees, employee evaluation and salary increases, and performs employee evaluations. Participates in activities and duties related to emergency management during a local state of disaster as direct by appropriate county managers.
Bachelor’s degree in Civil Engineering or related field; Certified Floodplain Manager preferred. Seven years job related experience with two years in supervisory capacity. Registered Professional Engineer, Certified Floodplain Manger or ability to obtain within one year of employment. Excellent computer, engineering, management, and organizational skills; interpersonal skills and ability to deal effectively with the public, other employees, and elected officials.
SALARY RANGE: Professional/Management Grade 16, $3,682.40 - $4,332.00 biweekly based on qualifications
