Participates with a County project team and works in conjunction with a professional services firm and other County employees to implement an Enterprise Content Management (ECM) system. Participates in planning of programs, policies or objectives for own work group and department.
Provides technical leadership and technical project management and support in the implementation of ECM solutions. Provides technical solutions for applications integration between the ECM system and other County business applications. Utilizes complex technology to develop enterprise-level integration. Maintains and develops Unity scripts and timers. Analyzes customer needs and determines impact and feasibility of computerized procedures and processes. Develops required supplemental functionality, establishes regression testing with relevant parties, and communicates with vendor when necessary to ensure highest level of quality. Provides support for custom solutions using automated workflow, e-forms, e-signature. Assists with system upgrades, patches, and the configuration of the ECM hardware and software. Becomes familiar with the system installation, configuration and the software features and functions deployed. Establishes and administers ECM databases to ensure optimal performance, integrity and security. Works in conjunction with the Database Administrator to adhere to department’s database standards. Analyzes and resolves complex system support problems. Assists with ongoing training of County end users for functionality developed. Provides technical project management, technical support, implementation, systems analysis and other services for multiple software systems as directed by supervisor. On-call 24/7 for all supported applications. Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.
Bachelor’s degree in computer science, information systems or related field preferred. (High School Diploma/GED and four years of relevant professional experience in addition to seven years required experience may be substituted for the Bachelor’s degree.) Seven years of job related experience and five years technical experience in the deployment and support of enterprise content management products. Experience in computer programming (.Net), systems analysis, report development with Crystal Reports and/or SSRS and project deployment, including thorough knowledge of integration methodologies utilizing web services, XML standards, SQL queries, and other technologies. Strong analytical, verbal and written communications, project deployment and team-based skills. Thorough knowledge of methods for designing, developing and deploying applications and skill in evaluating system performance. Proficient skills in translating highly complex concepts for peers and customers. Ability to support, debug and maintain complex code, modules or applications. Advanced problem-solving ability. Hyland OnBase experience preferred.
SALARY RANGE: Professional/Management Grade 14, $2872.00 - $3,378.40 biweekly based on qualifications
