Administers, coordinates and performs compliance responsibilities for Title VI, the Americans with Disabilities Act (ADA), Prevailing Wage programs under the Davis-Bacon Act on behalf of Fort Bend County, and the Fort Bend County Internal Compliance Program.  Participates in planning of programs, policies or objectives for own work group and department.

Responsibilities

  • Coordinates and monitors Fort Bend County compliance with state and federal laws, regulations and guidelines that prohibit discrimination, specifically Title VI, ADA and Davis-Bacon. 
  • Oversees prevention efforts to avoid civil rights violations. 
  • Develops and posts communication on complaint procedures and provides related forms for anyone who alleges discrimination or harassment, or violates prevailing wage requirement for federally funded or non-federally funded project as required. 
  • Conducts and coordinates, with the County Attorney’s Office and other relevant departments, investigation of Title VI, ADA, and Davis-Bacon complaints according to Fort Bend County complaint procedures including interviews, review of documents and other duties, as required. 
  • Facilitates implementation of County policies and procedures to comply with Title VI, the ADA, and the Fort Bend County Internal Compliance Program. 
  • Recommends and coordinates revisions to County policies and procedures to ensure compliance with current requirements under state and federal civil rights laws.  Posts and updates notices and communications to ensure appropriate publication of nondiscrimination statements for all protected classes. 
  • Develops communication strategies to fully inform County employees and officers of nondiscrimination statements and policies. 
  • Provides ongoing training to staff and elected officials on civil rights requirements, responsibilities, complaint process, policies & procedures. 
  • Responds to public requests for accommodations to ensure equal access to government services. 
  • Receives and responds to inquiries from employees and members of the public regarding County’s compliance with civil rights requirements and internal compliance assurances. 
  • Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

 

 

Qualifications

  • Bachelor’s degree in related field or equivalent experience & education or certification in civil rights and discrimination compliance. 
  • Three year’s of experience coordinating and monitoring compliance with Federal and State mandated regulations such as Title VI of the Civil Rights Act, ADA and Davis-Bacon Act. 
  • Sufficient working knowledge of requirements under civil rights laws, regulations and guidance, as well as knowledge of ADA laws. 
  • Strong organizational skills along with strong interpersonal skills, training skills and ability to deal effectively with the public, other employees and elected officials. 
  • Ability to complete assigned projects in a timely manner.
  • Valid Drivers License.

SALARY: $72,238.40 Min to $90,313.60 Max/ annually based on qualifications
