JOB SUMMARY:

Assists the County Engineering Department in reviewing subdivision plats and site plans for compliance with applicable County regulations.  Participates in planning of programs, policies or objectives for own work group and department.

Responsibilities

  • Reviews and monitors subdivision and site development.  Represents the County Engineering Department at citizen and developer meetings.  May cross-train with field inspection and permitting personnel depending on office workload. 
  • Is familiar with County and municipal subdivision regulations and applies knowledge to plat and site plan review.  Interprets laws, rules and policies in the various County regulations regarding subdivisions, site plans, easements, road names, addresses, and signs. 
  • Informs public and answers questions with regard to subdivisions, site plans and site regulations.  Assists and meets with citizens and landowners in discussion of all plan elements.  Advises owners, developers, and consultants of procedures, principles, solutions and alternates for development and provides assistance on applicable County regulations. 
  • Reviews preliminary and final plats and site plans for accuracy, completeness, and compliance and recommends site plan approval to Development Services Manager and County Engineer.  Prepares letters and memos to applicants with regard to plats and site plans.  Researches plat and site histories by examining GIS data, air photos, soil survey, watershed regulations, erosion control guidelines, road standards and related regulations. 
  • Works with administrative staff to log subdivision plats and site plans.  Receives bonds, assurances, disclosure statements, and payment certificates for plats and site plans and coordinates with administrative staff for review and filing. 
  • Consults with other departments and agencies and obtains signatures and releases for plats and site plans.  Works with administrative staff to ensure plats are administratively complete and technically approves plats for signature by County Engineer, approval by Commissioners Court, and recordation by County Clerk. 
  • Contributes to quarterly County status reports and prepares proposed revisions and amendments to County regulations.  Contributes updates to the County Major Thoroughfare Plan. 
  • Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.  
  • Coordinates with county mobility consultants regarding right-of-way permits against proposed or on-going bonded roadway improvements throughout the County.  

Qualifications

  • High School Diploma/GED.
  • Four years experience in related engineering, planning, or construction field. 
  • Good computer and mathematical skills. 
  • Good verbal and written communication and organizational skills. 
  • Good interpersonal skills and the ability to deal effectively with the public, other employees, and elected officials. 
  • Ability to read and understand subdivision plats, construction plans and topography information. 
  • Ability to understand civil engineering technology and complete assigned tasks in a timely manner. 
  • Planning experience preferred.

SALARY RANGE: $19.71 - $24.63 hourly based on qualifications
